IAEA Discussed the Issue of Emergency Response Preparedness
IAEA held an International Conference on the Development of Preparedness for National and International Emergency Response (EPR 2021) on October 11-15, 2021.
A goal of the event was to identify top priorities for improving emergency preparedness capacity in case of nuclear and radiological incidents and accidents. To this end, participants discussed national and international achievements, assessed current trends and technologies, as well as existing problems and challenges being before the international nuclear community.
This year’s EPR agenda was busy : it included 14 sessions and over 50 reports on various topics related to development of emergency preparedness and response capacity in participating countries.
As a part of EPR 2021, Rusatom Service, JSC, presented a poster under the topic Systematic Approach to Personnel Training in Emergency Preparedness and Response prepared by Yulia Chernyakhovskaya, deputy director general for Nuclear Infrastructure, and Daria Semenova, a talent of Expert Department for Nuclear Infrastructure. The speakers presented Rosatom’s comprehensive approach to assisting partner countries in developing emergency preparedness and response capacity with a special focus on training.
“According to average estimates, the minimum number of personnel needed to ensure effective operation of EPR system is 650 people, however much depends on the individual country model and the design specifics,” Darya indicates in the report.
A specific reference was made to the systematic approach to EPR personnel training in Russia and peculiarities of personnel training depending on their category: for example, orientation courses on the development of the national EPR system are available for senior officials of ministries and agencies, while classroom and practical training is available for personnel directly involved in emergency response, including technical tours, simulator training, training centers visiting and participation in exercises of operating NPP in Russia.
Sustainable and safe implementation of the nuclear power programme requires the development of a personnel infrastructure and its advance planning at the industry level, taking into account the recruitment needs of all stakeholders. It is this approach that ensures the comprehensive development of the industry's human resources capacity, timely recruitment and training, while, more importantly, forming a competent nuclear community and national expert team in the partner country, as well as strengthening nuclear knowledge.
