Technical Meeting on Milestones in Development of National Infrastructure for Atomic Power Held in IAEA

On October 27-29, 2021, the IAEA hosted a Technical Meeting on Milestones in Development of National Infrastructure for Atomic Power. The event main goal was to consider and discuss proposals related to changes in the IAEA document “Milestones in the Development of a National Infrastructure for Nuclear Power” NG-G-3.1 (Rev. 1), as well as to review issues of developing safety infrastructure for small modular reactors.

Issues of nuclear infrastructure (NI) and nuclear power programme development in newcomer countries, as well as in countries expanding their use of atomic energy, were considered during the meeting. Representatives of Belarus, Poland, Saudi Arabia, Romania and other countries presented their reports.

Special attention was paid to the aspects of legislation development for new projects and new process solutions, as well as the possibility to adopt the technology vendor's regulatory basis as a reference for the development on the national regulatory infrastructure. These positions will be represented in the new revision of the IAEA document.

The working sessions ended with a plenary one on small and medium sized NPP, where Yulia Chernyakhovskaya, Deputy General Director for Nuclear Infrastructure of Rusatom Service JSC, presented a report on the following subject: “Supporting Vendor in Development of Nuclear Infrastructure: Personnel Planning for Small and Medium Sized NPP”. A differentiated approach is a key one for the nuclear infrastructure, meaning that the legislative and the regulatory bases, human resources and other infrastructural areas develop with account taken of the nuclear power programme scale and NPP project characteristics.

“Project of a portable or floating NPP is the cutting-edge variant by maximum outsourcing model. For such a project, the customer countries shall provide a sufficient number of qualified personnel in the field of radiation protection, monitoring, emergency preparedness and response, regulatory control”, said Yulia Chernyakhovskaya in the report. - “ We implement all the personnel training programmes as an industry-specific center of responsibility for nuclear infrastructure development and as the secretariat of the interdepartmental project of Rosatom State Corporation and the Federal Service for Environmental, Technological and Nuclear Supervision Service (Rostechnadzor) “Assistance in Creating and Improving National Nuclear Energy Infrastructures of Countries Constructing or Planning to Construct Nuclear Facilities by Russian Projects”.

Yulia Chernyakhovskaya also spoke about the systematic approach to personnel training in Russia and specifics of training of different personnel through courses adapted for national goals and tasks, technical tours, safety culture development and improvement, courses on emergency preparedness and response, physical protection and radiological monitoring. It is this approach that ensures comprehensive stepwise development of the industry human resources, nuclear knowledge development and expert team building in the country.
