Course description

The expansion of international activities naturally increases the workload associated with fulfillment of export control (EC) requirements. This type of control deals with foreign economic transactions in groups of goods, technology and software that can be used to create weapons, military equipment and in case of terrorist acts.  The EC covers both import and export transactions, it is relevant for cross-border movements and exchange of sensitive information with representatives of foreign countries at home and abroad.

In the course of training under the advanced training program for export control (EC) specialists, the trainees will acquire systemic knowledge and a full set of tools that will enable them to implement foreign economic transactions effectively with due regard for Russian and international legislation.

Additional professional program for advanced training of specialists in the field of export control in accordance with the standard additional professional program for advanced training of specialists in the field of export control approved by Order No. 133 of the FSTEC of Russia dated October 27, 2015. Advanced professional training of trainees is performed using the modular principle of curriculum construction with the use of various educational technologies, including distance learning technologies and e-learning in accordance with the legislation on education.

Concept of the course program

Concept of the course program The "Foreign Economic Activity Specialist" personnel training program is a set of distance learning courses to develop the necessary competencies of personnel involved in the implementation of foreign economic activity (FEA).

The training program is designed for both beginners and specialists with experience in the implementation of foreign economic activity. This is due to the modular method of training that allows you to combine the necessary set of knowledge, skills and abilities for mastering.

The goal of the Program is to create a pool of experts capable of implementing the full cycle of FEA processes:

  • hold negotiations with foreign customers,
  • draft foreign economic contracts,
  • comply with EC requirements and optimize EC processes to accelerate deal execution,
  • perform transactions when implementing foreign economic transactions,
  • open branches and subsidiaries and affiliates (S&A) of the organization abroad,

Course goal

Develop an understanding of the global export control system among the organization's personnel and develop skills to implement export control processes accompanying the company's foreign economic activity, as well as to develop independently a new or modernize the current export control system at the enterprise.

Course objectives

  • Develop personnel skills to implement export control processes: developing provisions of contracts (revenue) and agreements (expense) taking into account export control rules, initial identification of goods and services, preparing an application for obtaining (renewal / termination) an authorization document in the FSTEC of Russia or IIC; for the personnel of Rosatom State Corporation (additionally): execution of an application to the Export Council of Rosatom State Corporation for examination of a foreign economic transaction within the framework of a draft contract and to the Contracting Committee of Rosatom State Corporation for approval of the draft foreign economic contract.
  • Develop an understanding of the entire chain of export control processes within the framework of a foreign economic transaction (modules for industry and non-industry organizations are different, see the course outline).

The course "Export Control" is implemented within the framework of the Foreign Economic Activity Specialist Training Program and is a composite modular distance learning course.

The "Foreign Economic Activity Specialist" personnel training program is a set of educational thematic courses to improve the qualifications of personnel involved in the implementation of foreign economic activity. The training program includes the following courses:

  • Export control;
  • International transport logistics;
  • Customs clearance;
  • Legal support of FEA and opening of branches and subsidiaries and affiliates;
  • Currency control;
  • Business planning.

Foreign economic activity with controlled goods and technologies requires compliance with national and industry-specific export control requirements. Personnel in an organization may have a good understanding of the company's internal export control processes, but lack a global understanding of the export control system (at the national and international level): its elements and participants, the mechanisms of the system, and the tools for changing the system. Failure to understand the global export control system leads to lengthy onboarding of new employees and employees with experience with significant changes in an organization's internal export control processes, as well as increased risk of export control violations and subsequent civil, administrative, and even criminal penalties for the company and management personnel.

Completion of the EC course will allow specialists implementing foreign economic activity processes to plan correctly the processes of foreign economic transactions taking into account the EC procedures, to mitigate the risks of administrative and criminal violations in the field of export control, to implement effectively the export control processes in the area of their responsibility.
