About us

Industry Center for Export Control (ICEC) was established on the basis of Rosatom Service JSC in order to improve the efficiency of the industry export control system (Order of Rosatom State Corporation No. 1/31-P dated 12.01.2023).

Rosatom Service JSC has been performing independent foreign economic activity (FEA) since 2011, providing a comprehensive service offer for the entire life cycle of foreign NPP and other energy facilities. During this time, the export control (EC) service of Rosatom Service JSC has gained extensive experience in implementing EC procedures within the scope of foreign economic activity for a wide range of controlled products with more than 16 countries of the world. Since 2020, all EC procedures at Rosatom Service JSC are implemented through the information system for managing EC processes DIRECT.Compliance (IS DIRECT.Compliance).

This experience allowed Rosatom Service JSC to create a separate service area in 2018 to provide services in the field of EC and FEA support. Customers of these services were Russian and foreign participants of foreign economic activity, including government, commercial, scientific and educational organizations. The competencies obtained within the scope of this activity formed the basis for the ICEC functionality, the employees of which became experts of the EC service of Rosatom Service JSC.

Today, more than 50% of ICEC employees are certified by the FSTEC of Russia as EС specialists. Some of them possess expertise in all 6 checklists. ICEC experts are regular participants in Russian and international events on export control issues. One of the important functions of the ICEC in this part is to prepare proposals on issues of enforcement and information exchange within the scope of export control activities.

ICEC objectives

CEC provides consulting support to organizations within FEA scope with controlled goods and technologies for EC purposes:

ICEC practices a comprehensive approach to support foreign economic activity of organizations, including a full audit in terms of EC organization and setting up an effective EC system.

ICEC organizes training on EC and a wide range of disciplines for FEA specialists, including a course on additional professional program of advanced training of EC specialists. Training services are provided by ICEC on the basis of the license of Rosatom Service JSC for educational activities No. 041185 series 77L01 dated 22.12.2020.

Hereby I would like to thank you for the strategic cooperation carried out by the Stock Corporation "Rosatom Service", through the free realization of the virtial seminar: "Creation Proposal of a control system of the exports", event developed on Thursday 13.12.18, from 9:00 to 11:45, counting with the attendance of the personnel of the Agency for Nuclear Energy of Bolivia and other entities involved in the Nuclear Infrastructure.

About the DIRECT.Compliance system

Digital Intelligent Rosatom Export Control Tool.Compliance (DIRECT.Compliance) is a digital tool for maintaining and organizing an export control process in an organization.

In order to optimize the nuclear export process during NPP construction abroad, Rosatom Service JSC developed and put into operation the information system "DIRECT.Compliance" to manage export control processes.

There are 6 automated workplaces (AWP) in the system: AWP of the Application Initiator, AWP of the Application Supervisor (Head of the structural division), AWP of the Expert, AWP of the Chief Expert, AWP of the Head (in charge of the EC), AWP of the Administrator.

The following processes are automated in DIRECT.Compliance:

  • preparation of a set of documents to apply to Rosatom State Corporation for expertise of foreign economic contracts;
  • applications to the FSTEC of Russia for an export license;
  • preparation of an identification report of controlled goods.

Only publicly available information may be processed in the IS. Processing of restricted access information (trade secrets, for official use, personal data, information constituting a state secret) is not allowed.

The IS functions on the basis of the Russian software Case Platform (owner - Financial Information Systems LLC), which is included in the unified register of Russian computer programs and databases.

The rights to the DIRECT.Compliance system belong to Rosatom Service JSC on the basis of an agreement between Rosatom Service JSC and Financial Information Systems LLC. DIRECT.Compliance is registered in Rospatent (Certificate of State Registration of Computer Program No. 2022664666 dated 03.08.2022)

Currently, the IS is hosted on the servers of Rosatom Service JSC. Login is done via the Internet via a link using a personal login and password. Users can use DIRECT.Compliance on computers that have access to the Internet.
